HOA and CDD at Grand Reserve

HOA

  • Dues: reported at about $383 per quarter, or about $128 a month (listing data, Oct 2026) — confirm before relying on it. The builder does not publish dues.
  • Management company: not found yet.
  • HOA documents (rules, leasing limits, pet and vehicle rules) are not posted online. Ask the builder for the declaration and the current fee schedule.
  • Association: Grand Reserve Subdivision Homeowners' Association, Inc. (Florida not-for-profit), Bunnell, Flagler County.
  • Annual assessment: the 2021 budget on file (537 lots) sets $100 per lot per year, billed as $25 per quarter. The Declaration allows billing monthly, quarterly, semi-annually or annually. This budget is several years old, so get the current figure.
  • Under the original Declaration, the Board could raise annual dues by up to 25% a year without a member vote, and a special assessment for capital improvements needs a majority vote of members at a meeting.
  • Initial (capital) contribution at closing: originally $100. The 2017 Third Amendment raised it to $500, payable at closing. The 2020 Fourth Amendment says the $500 increase does not apply to lots in later-added phases. Which amount applies depends on the lot's phase, so confirm with the association.
  • Late assessments accrue 18% annual interest after 30 days. The association may charge $250 plus recording costs to prepare a lien.
  • Declarant/Developer: D.R. Horton, Inc. – Jacksonville held developer rights as of the 2017 and 2020 amendments.

CDD

  • Not confirmed — we're checking. Ask us before you write a contract.
  • If a CDD applies, its assessment shows up as a separate line on the Flagler County property tax bill and varies by lot.

Rules that affect daily life

TopicWhat the documents say
RentingHomes may not be rented or occupied by anyone outside the owner's immediate family for less than 4 months at a time. Transient rentals are treated as a prohibited business use.
Home businessHomes are for private residential use by one family. No business that brings clients, employees or customer traffic to the home.
PetsUsual household pets are allowed, but not for breeding or commercial use. Dogs must be leashed and under control outside the owner's lot. The Board can order a pet removed (or the number reduced) if it becomes dangerous, a nuisance, or destructive. Dangerous dogs (for example, one that has bitten or attacked a person or seriously injured another animal) are not allowed. The original 2008 rule treated more than 2 of any type of pet as unreasonable; the 2017 amendment replaced the pet section and does not repeat that number.
Vehicles and parkingOnly private passenger cars, station wagons and minivans may park in driveways or on the street. Commercial vehicles, work trucks, RVs, campers, boats, trailers of any kind, motorcycles, scooters, ATVs, golf carts and riding mowers must be kept inside a closed garage. Exceptions: guests and service or delivery vehicles for a single stay of up to 24 hours, and active construction. Vehicles may not be repaired or stored on the lot (normal washing is fine). Violating vehicles can be towed at the owner's expense. Golf carts and other motorized recreational vehicles may not be driven on common areas.
FencesFences are limited to vinyl, decorative metal or iron, or concrete or brick walls. Chain link is prohibited, and wood is prohibited unless the review board approves it in writing. Fences cannot go in front of the back line of the house (with stricter limits on corner lots). The finished side must face out. Height is limited by local code.
PoolsPrivate pools are allowed if they meet setbacks and the review board approves them in writing before work starts.
Exterior changesAny exterior change needs written approval from the Architectural Review Board (ARB) first. That includes paint colors, additions, fences, pools, driveways, walls, major landscaping (more than 25% of the lot) and removing trees over 6 inches in diameter. If the ARB does not respond within 30 days, approval is not required. The review fee is capped at $100 per review. Additions must match the house's architecture, materials and color.
Home and lot standardsHomes are limited to one single-family house no taller than 35 feet or 2 stories, with at least a 2-car attached garage. Detached garages and open carports need ARB approval. The minimum home size is now 1,200 heated square feet (reduced in 2017 from 1,500, and originally 1,750). Driveways must be poured concrete or pavers. Roofs must have a pitch of at least 5/12 (changed from 6/12 in 2017), and flat roofs are not allowed. Each lot must be landscaped to City of Bunnell code as approved by the Developer or ARB.
SignsNo billboards or advertising signs. An owner may put up one 'For Sale' sign of up to 4 square feet, with the Developer's prior written approval. The Developer can require a uniform sign style.
TrashTrash must be in lidded metal or plastic cans. Cans may go out on pickup day or after sunset the night before. The rest of the time, keep them out of view from the road.
Other restrictionsNo clotheslines and no window air-conditioning units. Satellite dishes and antennas must be no more than 36 inches and not visible from the street. Solar panels cannot be visible from the front of the house. Pool equipment, AC units and tanks must be screened from the street. Basketball goals must be behind the front of the house and approved by the ARB. Skateboard ramps are not allowed. Mailboxes must match the Developer's standard style.
